ief Minister Khyber Pakhtunkhwa, Ali Amin Khan Gandapur, visited the Counter-Terrorism Department (CTD) Headquarters and inaugurated the newly constructed Investigation and Intelligence Block. This state-of-the-art facility includes a modern auditorium, conference room, library, offices, and other essential amenities, enhancing CTD’s operational capacity.
The inauguration ceremony was attended by key officials, including Adviser on Information Barrister Muhammad Ali Saif, Chief Secretary Nadeem Aslam Chaudhry, IGP Akhtar Hayat Gandapur, Additional Chief Secretary Home Muhammad Abid Majeed, and other senior officers.
During the briefing, officials highlighted significant advancements made under the provincial government to strengthen CTD in alignment with evolving security challenges. Key initiatives include:
Establishment of specialized units such as Data Collection, Data Mining, Crime Scene Investigation, and Cybercrime.
Formation of a Central Intelligence Agency to improve intelligence coordination.
Introduction of Counter-Terrorism Financing and Extortion Units.
Recruitment of 1,263 additional personnel, raising CTD’s workforce to 4,430.
Development of regional CTD offices across the province, including merged districts.
Deployment of modern equipment, including drones, thermal imaging devices, and night vision tools.
Enhancement of forensic labs and provision of advanced training for experts.
Strengthening SWAT teams with modern weapons and equipment in every district.
Officials also noted significant improvements in CTD’s performance. Conviction rates for terrorism cases have risen from 13% in 2022 to 38% in 2024. Investigation processes have been enhanced, with remand periods increasing from an average of 1.4 days to 25 days, and bail rejection rates rising from 55 in 2022 to 123 in 2024.
Speaking to the media, the Chief Minister commended the police and CTD for their sacrifices and achievements. He acknowledged that the CTD’s infrastructure was almost non-existent in 2023 but has since been rapidly strengthened. To further enhance CTD’s capabilities, an additional PKR 1 billion will be allocated immediately, alongside procurement of bomb-proof vehicles, sniper rifles, and high-tech kits.
The Chief Minister also announced measures to support police martyrs and their families, including increasing the recruitment quota for their children from 5% to 12.5% and providing residential plots. He assured that all police needs would be prioritized, with no financial constraints hindering their progress.
Before concluding his visit, the Chief Minister inspected various CTD departments and received a guard of honor from the police contingent.
